It's not an inaccurate observation, but there are substantial migrant populations in western countries that most likely *could* assimilate to the host culture given time. (About half of migrants living in Sweden are from other euro-zone countries, for example, and even some of the muslim population could integrate given the right incentives.)
Conversely the arguments pertaining to industries dependent on low-cost foreign labour don't really matter so much if remigration occurs gradually enough that labour markets can adjust over time, but the problem of brain drain within the western world needs to be tackled regardless.

I actually think automation in general needs to be massively curbed, since it's one of the primary drivers of declining manufacturing employment.
