The concept isn't necessarily a terrible idea- having some responsible adults take over management of the region who aren't the Israelis themselves and presumably won't engender as much resentment as a consequence might be exactly what the Gaza strip needs, but "temporarily" is doing a lot of work here.

How long is this interim commitee supposed to be in place? Five years? Ten? Twenty? Holding elections is how Hamas got into government to begin with, so if the Arab states' only intention is to get the Palestinians back on their feet, then step away so they can immediately spiral back into self-immolating behaviours (possibly with covert or overt encouragement from their sponsors,) then... that doesn't solve much of anything.

Handing the reins over to King Abdullah at some point would be more attractive, IMO, but either way I'd want a lot more details about exactly what form of long-term governance is intended here.
